[P4-arch] Discussion topic for March 14 P4 Portable NIC Architecture meeting

Johann Tonsing has volunteered to lead a topic for discussion during the P4
Portable NIC Architecture work group meeting on Thursday March 14, 10-11am
Pacific Time.  Instructions for joining the meeting are at the bottom of
this message.

Description from Johann:

We are proposing to discuss concerns arising from sharing a SmartNIC
between multiple applications, for example, offloading multiple VNFs, or
offloading applications (VNFs) while also offloading infrastructure (NFVi).
These concerns apply to P4, but also to other dataplanes (e.g. eBPF, OVS or
other custom dataplanes).
