[P4-dev] Dynamically loading P4 Modification

You can pre-compile some tables and dynamically program them to be
accessible either via registers or table entries. And some hardware targets
support (very) "fast" reconfiguration. But generally changing the structure
of the P4 program is a heavier-weight operation.
