P4 specifies no ordering constraints between different packets. It does not even specify that packets are processed in the order of arrival at one interface. A certain implementation of P4 may make additional promises on top of what P4 offers.

Hi everyone,
   If a packet is resubmitted to the parser by the Resubmit Action and the subsequent packets are not affected by the Resubmit Action, would there packets be blocked until the first packet have been processed?

Or ask in another way. If a packet is processed by the Resubmit Action, is it possible that the subsequent packets complete the Match+Action pipe line earlier?
