p4-discuss is an open list for the discussion of p4 ideas, programs, tools, and use cases that aren't necessarily for and/or by software developers.

Questions related to actual code development of programs or tools are probably better asked on p4-dev@p4.org

It's possibly fair to say that p4-discuss is slightly less technical in focus than p4-dev. ;-)
